Dick Ladd: Roads matter for growth and development

Highway infrastructure capacity is an underlying cause of Annapolis’ gridlock and increasing commuting times. This needs to be part of the discussion of Anne Arundel County’s growth and development as we start updating the county General Development Plan for the next 10 to 20 years. Roads are an element of the county’s Adequate Public Facilities development process. But an estimated 80 percent of the miles driven here are on 20 percent of the roads — the numbered ones funded by the state. (Capital)
