Vignarajah: For Preakness to stay in Baltimore, more than a War of Wills is needed

Last weekend millions across America watched Baltimore play host to a storied signature sporting event, the 144th running of the Preakness. War of Wills won the race, and a riderless horse thundered down the track to win the hearts of a national audience. It was a welcome distraction from constant stories of crime, corruption, and incompetence that dominate the media narrative of our city these days.
