Should charter schools be subject to open-record laws?

The hearing dragged on all day. Eighty-six people signed up to testify about a seemingly esoteric education matter — one that wasn’t an obvious topic to lure droves of people to city hall in the middle of a workday. But to many, the issue hit at the crux of the debate over how charter schools — which are publicly funded and privately operated — should be treated in a city where they educate nearly half of the city’s public school students.
