Baltimore-area restaurants struggle to hire staff as business picks up

Colin Liang knew opening a restaurant during the pandemic would be difficult. What he didn’t expect is that things might be even tougher once life started to return to normal. Like a lot of restaurant owners lately, Liang is struggling to find applicants for open positions at his Federal Hill restaurant, Water Song, as he tries to build up his staffing levels to meet rising demand.
