Baltimore police late last week circulated a memo confirming that the department will continue to align its practices with State’s Attorney Marilyn Mosby’s policy not to pursue charges against low-level offenders. Mosby last month announced that the policy put in place to depopulate jails at the start of the COVID-19 pandemic would remain in place. She said that in many cases, these crimes involve victims of sex trafficking or people suffering from drug addiction or mental illness. For them, she said, jail is not the ideal destination.
