The rebate issue is something many council members want to make sure is significant enough to help the transition happen smoothly. I agree the bill should pass soon and look forward to voting for it.

This reasonable request was denied by the council president. That's why I voted to table (only those who vote to table can bring the bill back up). We'll pass it once the questions are answered.

Raising the recordation tax is fine, it’s a good way to raise revenue (and is paid at sale/refinance) and, particularly for schools, is a better proxy for use than the impact taxes we (correctly) lowered a few years ago.
