Josh Kurtz: Political and Fundraising Notes From All Over

It’s just two years till the 2018 Democratic gubernatorial primary, and already candidates are starting to stir. That’s evident both in the new round of campaign finance statements released last week and in the social life of Annapolis.

One possible candidate for governor, U.S. Rep. John Delaney (D), had dinner with some state lawmakers at Reynolds Tavern in Annapolis last week – a getting-to-know-you-and-learn-the-issues listening session, and according to an invitation obtained by Center Maryland, he’s looking to have another one on Jan. 27.

Similarly, Center Maryland has learned that another potential Democratic contender, U.S. Labor Secretary Tom Perez, is having a happy hour in Annapolis this Friday with former colleagues from his time as secretary of the state Department of Labor, Licensing and Regulation, among others.

And Baltimore County Executive Kevin Kamenetz (D) is having occasional coffees, meals and happy hours with state lawmakers at the same time a top aide, Kevin Loeb – an alumnus of former Gov. Martin O’Malley’s administration – convenes meetings with small groups of lawmakers across the state to discuss politics and policy.

Kamenetz, who is termed out as county executive, has been particularly aggressive on the fundraising front, taking in $710,000 in the past year and banking more than $1.3 million as of Jan. 13. That’s way more than any potential Democratic gubernatorial candidate raised or had on-hand.

Prince George’s County Executive Rushern Baker (D), who is also term limited in his county post, raised $282,000 in the past year, and reported $227,000 on hand (along with a $168,000 debt).

Delaney is super rich and only has a federal campaign account at the moment. Perez hasn’t raised a dime since his aborted campaign for attorney general in 2010, but retained $126,000 in the account as of 2014.

State Sen. Rich Madaleno (D), who has mused openly about challenging Gov. Larry Hogan (R), had just $32,000 in his campaign account, along with a $20,000 debt, after raising just $39,000 in the past year. Former state Attorney General Doug Gansler (D), who fancies himself making a second run for governor, reported $47,000 on hand.

Although there is zero chance that he would run against his good friend Hogan, Comptroller Peter Franchot (D) banked more than $1.1 million through Jan. 13 after raising $219,000 in the past year. Attorney General Brian Frosh (D) – who some Democrats would like to see taking Hogan on, though he is highly unlikely to do so – raised $187,000 and reported $269,000 in the bank.

Hogan himself reported just over $2 million in the bank, after raising $1.68 million in the last year. He is not going to have any problem raising money for 2018.

Meanwhile, some 2018 races for county executive are also taking shape, based on the fundraising numbers – while others clearly aren’t as far along.

In Baltimore County, three Democrats are mobilizing to try to replace Kamenetz, and all three reported more than $200,000 on hand as of Jan. 13. County Councilwoman Vicki Almond had $260,000 in the bank after raising $187,000; state Sen. Jim Brochin raised $164,000 and banked $220,000, and former state Del. John Olszewski Jr. had $209,000 in the bank after raising $51,000.

They are also off to the races already to replace Baker in Prince George’s County, led by State’s Attorney Angela Alsobrooks (D), who raised $344,000 and reported $342,000 in the bank. County Councilman Mel Franklin (D) banked $59,000 after raising $139,000, and state Sen. Anthony Muse (D) raised $122,000 and reported $80,000 on hand, along with a $124,000 debt.

Former Del. Jolene Ivey (D) is also pondering a bid for county executive, but she’s preoccupied by her husband Glenn’s campaign for Congress this year and so hasn’t raised any money. She reported having just $2,200 left in her campaign account a year ago.

In Howard County, Executive Allan Kittleman (R) will be well-armed for reelection, raising an eye-popping $572,000 in the past year, with $514,000 cash-on-hand. His likely Democratic challenger, County Councilman Calvin Ball, had just one-tenth that amount in his campaign coffers, after raising $63,000 in the past year.

In Anne Arundel County, Democrats have no obvious challenger to County Executive Steve Schuh (R) at this early stage, and Schuh is riding high on the campaign finance front. He raised $761,000 in the past year and reported $446,000 on hand, along with a $141,000 debt.

One possible Democratic contender, former County Councilman Jamie Benoit, reported $18,000 in his campaign account. He didn’t raise or spend a dime last year.

In Montgomery County, it’s widely assumed that just about all nine County Council members, along with a couple of state legislators and a couple of former elected officials, want to run for county executive. But few have been aggressive about raising money. In fact, of the future wannabe county execs, the one reporting the most money raised or on-hand – by a fair distance – was Del. Jeff Waldstreicher (D), who raised $57,000 and reported $114,000 in the bank.

The big unknown is whether incumbent County Executive Ike Leggett (D) runs for an unprecedented fourth term. It’s within the realm of possibility. Leggett finished the reporting period with $313,000 in the bank – though he raised just $4,600 last year.

In Frederick, County Executive Jan Gardner (D) could face a tough race for a second term, but she hasn’t cranked up her fundraising operation yet. She raised just $5,700 and reported $8,900 in the bank.

But none of her potential Republican opponents has done much fundraising, either. DLLR Secretary Kelly Schulz (R), for example, reported just $1,000 on hand.

Fundraising by the state’s 188 state legislators was all over the place in the past year. Some have raised money aggressively; others barely did any fundraising at all.

Below you’ll find a chart listing the fundraising figures for every legislator (other than those who haven’t filed their reports yet). The reports reveal myriad storylines, but here are half a dozen:

-Anyone who imagines House Speaker Mike Busch (D) or Senate President Mike Miller (D) going anyplace in 2018 may be sorely disappointed. Both have fat war chests – and Busch was particularly aggressive on the fundraising front.

-Similarly, House Judiciary Chairman Joe Vallario (D) and House Ways and Means Chairwoman Sheila Hixson (D) – both of whom have held their gavels since 1993 and are getting up there in years (Hixson turns 83 next month, and Vallario will be 79 in March) – are raising money at a pretty steady clip. Are both looking to stick around?

-One of the potentially most vulnerable lawmakers in 2018, Sen. Jim Mathias (D), topped $103,000 in money raised, and reported $92,000 on hand.

-Senate Judicial Proceedings Chairman Bobby Zirkin (D) continues to have a ton of money on-hand – which he can put to use helping his colleagues if he ever decides to try to become Senate president if Miller ever leaves.

-With his continued aggressive fundraising, Del. Dan Morhaim (D) continues to show that he wants to run for something. The question is what?

-One of the stars of the freshman class, Baltimore city Del. Brooke Lierman (D), continues to be a star on the fundraising front as well – taking in $71,000 and banking close to $80,000 in the past year, far and away the most of any newcomer in the lower chamber.
